Alderman Hallquist, first elected to the City of Brookfield Common Council in 2020, has centered his platform on five issues that strongly resonate with Brookfield families & businesses:
Responsible and Sustainable Budgets
Smart Economic Development
Beautiful Parks and Community Spaces
Transparency, Honest Communication, and Open Government
A More Accessible Brookfield
As a member of the Common Council (District 4), he championed the new accessible and inclusive playground at Wirth Park, led the city through difficult budget and finance discussions, and created a new ethics ordinance so employees and elected officials are held to the highest standards. He expanded Fire and EMS services for the first time in 30 years, fought successfully for additional infrastructure funding to extend the life of our local roads, expanded our parks through increased pathway funding and park square footage, fixed old ordinances to improve service delivery, and passed multiple code changes to give residents greater flexibility and new personal property rights.
Fellow Alderman Sara Monty (District 1) endorsed Hallquist, stating, “Mike has been a real leader when it comes to our community. His collaborative and proactive approach to solving the challenges our city faces has helped build a stronger Brookfield. He’s not afraid to try new ideas or challenge the status quo if better outcomes are possible for the city. Most importantly, Mike is a genuine person who really loves this city and our residents, and I have no doubt that as our Mayor, he'll continue to work tirelessly for them.”
As a member of the Board of Public Works and Finance Committee since 2020, Alderman Hallquist has worked diligently with his colleagues, staff, and the community to push the city towards a more sustainable annual budget by maximizing federal, state, and county cost-sharing and grant opportunities. He has also advocated for innovative ways to deliver services and reduce the impact of restrictive state laws. He is strongly opposed to ‘quick fixes’ like depleting the city’s reserves, lowering funding for road resurfacing and infrastructure, taking on unsustainable levels of debt, or jeopardizing the city’s AAA credit rating and its ability to borrow at the lowest rates.
As a member of the Plan Commission since 2022, Hallquist knows firsthand the importance of common-sense economic development. He explained that Brookfield needs to increasingly support redevelopment as the city is mostly built out and will need to be creative to attract continued commercial growth. Hallquist believes development is not “either or”; it’s possible to encourage positive economic growth and development without overtaxing infrastructure or sacrificing the high-quality of life for Brookfield residents.
Hallquist stated, “The City needs to be more flexible to attract developments. We need to update our zoning to better accommodate first-in-class projects that can revitalize our commercial corridors in places like Brookfield Square Mall and Bluemound Dr, Sendik’sTowne Center, Bishop’s Woods, and the Historic Village area.”
He continued, “We want businesses to invest in our community, not impose arbitrary regulations that stifle enterprise. For decades, Brookfield was able to grow and keep its taxes low because of its robust commercial development. But as we are near built-out, we need a new approach to attract redevelopment and investment; otherwise, our commercial amenities will decline and residents will have to fund an increasing share of the tax burden.”
Hallquist, who was raised in Hartland, speaks fondly of his parents, Tim and Linda Hallquist, who are also local elected officials past and present, who taught him the importance of public service and the value of community. His mother Linda previously served as a school board member at Hartland-Lakeside and his father Tim is currently a Village of Hartland Trustee. Mike is currently a board member at Family Promise of Waukesha County, which provides shelter, homelessness prevention, and housing transition services to families in need.
Professionally, Mike has over a decade and a half worth of experience in the Information Technology and Data and Analytics fields and is currently an Enterprise Data Architect at GE Healthcare. With his wife, Amanda, a Family Practice Nurse Practitioner, they are happily raising their young family in Brookfield. “When looking for our first home, our family chose Brookfield because of its first-class public schools, ideal location, and for being an all-around great community.” Mike expressed. “It’s been an absolute privilege to live and serve here, and I look forward to taking the next step.”
As a parent of two young children, Hallquist says that public spaces and programming are the backbone of a vibrant and prosperous community as they enhance the quality of life for all Brookfield residents. Hallquist stated, “Brookfield has a great library and some of the finest parks and pathways.” he concludes, “Great communities don’t happen by accident, they are built on generations of hard work and commitment. Together we can build on that foundation, and keep Brookfield moving forward.”
